The law doesn't say you MUST, it basically makes it permissible for you to do so. However that law directly runs afoul of NCAA rules, and everyone knows Virginia did it to test the NCAA
Let UV and VTU take that risk until more info comes out.
It's interesting that the SB apparently pre-emptively prohibited this when it apparently wasn't a thing that schools could do. Or are their states where schools can already do this, theoretically? In any event, you are correct that the new VA law doesn't require it and if the SB bylaws prohibit it, then JMU and ODU are bound by the SB bylaws IMO.
However, state legislatures are huge copycats and I can guarantee that a bunch of other states are already planning their own version of this law.

Y'ever notice that in most states that used to allow slavery, (aside from FL and NC) the XX-state is an HBCU? VA State, SC State, TN State, AR State, MD State, DE State, and so on. Their "land grant school that's not the flagship university" is something else, like Clemson, Auburn, or Va Tech. (which is probably part of why "and State University" is in VT's name).
However, Penn, Ohio, Michigan, Colorado are just a few states that come to mind where XX state is just "the other big public university".
I'm not sure what the backstory is there, but it can't be just a coincidence.
Well, Arkansas State, Texas State, Mississippi State, LSU and Florida State don't really fall into that category.
My understanding is that most "State" universities (MSU, CSU) were the state's main agricultural school, hence why so many rebranded from the A&M designation when they began really expanding degree offerings mid-20th century.

Fair enough. However, per wikipedia:
Alabama State
Delaware State
Kentucky State
South Carolina State
Tennessee State
Virginia State
Texas Southern was "Texas State University For Negroes"
West Vrignia State
So there's still quite a correlation.

Wonder if any NIL agreements have been for multiple years? Seems like that could be something that "might" help us smaller schools. You can get NIL from JMU at 25k a year if you lock in for 3 years. So if a player vastly improves we could enforce the multi-year agreement. Of course JMU will have a buyout option.

Saw the NIL law was fully enacted today. Whit Babcock went on record saying VT is open for business, so we'll see how that goes for them.
